Lagos Tops 2025 State Rankings, Emerges Nigeria’s Best-Performing State

Lagos State has emerged as Nigeria’s top-performing state in the 2025 State Performance Index (pSPI), outperforming all 36 states and the Federal Capital Territory across key governance, economic, and development indicators. The ranking was released by Phillips Consulting, a leading business and management consulting firm.
According to the report, Lagos maintained its dominance through strong internally generated revenue (IGR), financial independence, digital access, and effective governance. The state ranked first in IGR per capita, per square kilometre, and per trade route, reinforcing its position as Nigeria’s economic powerhouse.
The index also highlighted Lagos' high level of financial sustainability, noting that about 69 percent of the state's revenue comes from internally generated sources, significantly above the national average. Analysts attributed the performance to the state's strategic economic infrastructure, thriving commercial activities, and robust public sector reforms.
In the overall ranking, Lagos was followed by Ogun State in second place, while Kaduna, Adamawa, and Niger States completed the top five. Nasarawa, Gombe, Jigawa, Plateau, and Abia rounded out the top ten.
Reacting to the development, Governor Babajide Sanwo-Olu described the ranking as recognition of his administration’s efforts to improve governance, infrastructure, economic growth, and service delivery. He pledged that the state would continue implementing policies aimed at sustaining growth and enhancing residents' quality of life.
The latest ranking adds to a series of recent recognitions for Lagos, including being named Nigeria’s most business-friendly state in the 2025 Ease of Doing Business Report.
