Tinubu Approves Major NYSC Overhaul, Ends Military Operational Leadership

President Bola Ahmed Tinubu has approved a comprehensive reform of the National Youth Service Corps (NYSC), introducing far-reaching changes aimed at modernising the scheme, improving the safety of corps members, and aligning the programme with national development goals.

One of the most significant reforms approved by the President is the transition of the NYSC's operational leadership to a civilian structure, while the military will continue to provide security support for corps members across the country.

To facilitate the immediate implementation of the reforms, President Tinubu directed the Attorney-General of the Federation, Lateef Fagbemi, and the Minister of Youth Development, Ayodele Olawande, to amend the NYSC Act and its relevant regulations to incorporate the approved changes.

Among the key reforms is the introduction of a technology-driven call-up process designed to improve efficiency, transparency, and the overall mobilisation of prospective corps members.

The President also approved a risk-sensitive deployment policy that will prioritise the safety and security of corps members by considering security realities before postings are made.

The orientation programme will also undergo a major transformation, with the traditional three-week exercise expanded into a redesigned six-week programme. The new orientation will place greater emphasis on leadership development, entrepreneurship, digital skills, and specialised career pathways to better prepare participants for life after service.

In another major shift, corps members will now receive skills-based primary assignments that align more closely with their academic qualifications and career aspirations, ensuring their expertise is better utilised during the service year.

The reform package also introduces a new governance structure that places the day-to-day operations of the scheme under civilian leadership, while retaining the military's role in providing security and support during orientation camps and other NYSC activities.

To improve welfare and facilities, the Federal Government approved a national grading and certification system for orientation camps, aimed at raising standards and ensuring quality infrastructure across the country.

Additionally, the traditional Passing Out Parade will be replaced with a new graduation ceremony, while corps members will receive a redesigned NYSC uniform intended to project professionalism, unity, and national pride.

The reforms are expected to mark one of the most significant overhauls of the NYSC since its establishment, with the Federal Government expressing confidence that the new framework will make the scheme more relevant, secure, and responsive to the needs of Nigerian youths and the country's evolving workforce.
