FEC Approves Revised Biotechnology Policy, National Bioenergy Strategic Plan

The Federal Executive Council has approved the 2026 Revised National Biotechnology Policy and the National Bioenergy Strategic Plan as part of efforts by the Federal Government to strengthen Nigeria’s science, technology and innovation ecosystem.
The revised biotechnology policy replaces the 2001 framework, 25 years after its introduction, and provides a new strategic roadmap for research, development, commercialisation and application of biotechnology across key sectors of the economy.
The policy is expected to support Nigeria’s ambition of becoming a global leader in biotechnology while promoting the adoption of emerging technologies in areas such as climate-smart solutions, precision agriculture, manufacturing, gene editing, genomics and medicine.
The Council also approved the Nigeria Biotechnology Partnership, which will formalise the country’s participation in the Global Bioenergy Partnership and create opportunities for greater international collaboration, investment and knowledge exchange in the sector.
Meanwhile, the National Bioenergy Strategic Plan is designed to harness Nigeria’s abundant biomass and bio-resources for energy production.
The initiative is expected to coordinate national efforts to convert available biological resources into useful energy, thereby contributing to improved energy access and strengthening the country’s energy sufficiency.
The Energy Commission of Nigeria will lead the implementation of the bioenergy plan through an inter-ministerial platform aimed at ensuring greater coordination among relevant government agencies.
The Federal Government said the measures are consistent with the administration’s renewed focus on addressing energy insufficiency while leveraging science, technology and innovation to drive sustainable economic development.
The approvals are expected to provide a stronger policy framework for biotechnology and bioenergy development, while opening new avenues for investment, research and industrial growth in Nigeria.
